For me the best place (from a pure racing point of view) is Le Castellet. Le Castellet aka Paul Ricard. It is a very nice track in a very nice area. It has been hosting F1 and MotoGP for ages since the 70's and until 1990. Ecclestone prefers it and it has all the appropriate infrastructure in place. That said, Le Mans would be cool just for its history...as would Rouen.
